Summary

This study analyzed the relationship between HR department size and job satisfaction in public organizations. The results showed that a larger HR department size was associated with a higher retirement rate and a negative impact on job satisfaction. This effect was more pronounced in organizations with higher goal ambiguity, suggesting the need to strengthen professional HR competencies and improve HR practices.
