Summary

This study analyzed the current status and influencing factors of performance management distortion among 1,669 civil servants. The results revealed a significant distortion in performance management within the public sector, particularly behavioral side effects during performance goal setting and achievement. Task objectivity, performance management system operation, organizational culture, and individual characteristics were found to have various impacts on the distortion phenomenon.
