This study critically examines the formation of reading discourse through an analysis of press releases and newspaper articles related to the 2013 National Reading Survey. The analysis reveals that press releases emphasize the increase in reading rates and highlight policy achievements, while newspaper articles continue to point out low reading volumes and encourage reading motivation and book consumption. This reflects a focus on quantitative growth and printed books, suggesting the importance of policy innovation, education, and media collaboration for the qualitative development of reading discourse.
