This study analyzes the security governance structure and operation system of the Paris Security Agreement to derive policy implications for crime prevention policies in Seoul, which is similar in urban characteristics. The Paris Security Agreement clarifies the obligations and roles of the parties involved, mandates the re-conclusion of the agreement to flexibly respond to social changes, and enhances the efficiency of security governance by concluding safety agreements tailored to local conditions.
