This study re-examines the role of the police organization, which is capable of prioritizing disaster response separately from the National Safety Administration, the main body of disaster administration after the Sewol ferry disaster, and conceptually distinguishes the duties of the police, fire, and coast guard by classifying disaster jurisdiction as a deliberative police administration agency and an executive police agency. It suggests the need to supplement the current Disaster Management Act and revise the concept of disaster in positive law, and argues that the police should be classified as an agency in charge of disasters. As an institutional improvement plan, it proposes the unification of risk prevention administrative agencies centered on the National Safety Administration and the improvement of the executive organization system for strengthening on-site response cooperation.
