This study aims to design a probabilistic model for optimum manpower planning in the R&D department using Monte Carlo simulation. Empirical distributions of necessary time and manpower for R&D projects are developed to estimate a probability distribution of optimum manpower. The proposed model provides various information such as average and variance, assisting decision-makers in future planning and proper task allocation for researchers.
