This study identifies stable/dynamic external variables influencing the recent reconsideration of the local government bankruptcy system, which was previously unsuccessful in 1995, and analyzes the belief systems of pro and con advocacy coalitions. The trigger for opening a policy window was the government's announcement regarding the local financial crisis, with former Minister Yoo Jeong-bok and former Representative Hwang Woo-yeo playing the role of policy entrepreneurs. The analysis was conducted using a combined ACPS model and policy stream model.
