This study argues that local autonomy is a process of constructing democracy through political processes, not merely an administrative delegation from the central government, and emphasizes the importance of political parties in improving the quality of local politics. In particular, local parties in Korea, trapped in regionalism, can serve as a political alternative and establish a unique identity for the region through a balance with central politics.
