This study addresses the issue of guaranteeing labor rights for North Korean workers in the Kaesong Industrial Complex, raised during the US-Korea FTA negotiations. To revitalize the operation of the Kaesong Industrial Complex, it proposes measures such as establishing labor brokerage firms, discovering mechanisms to improve labor productivity, enforcing the principle of direct wage payment, securing the democracy of worker representatives, and considering labor rights and a healthy life for workers.
