This study aims to explore ways to improve local welfare finance systems in response to the aging population caused by low fertility and increased life expectancy. Korea is facing an expected increase in elderly welfare service expenditure due to rapid population aging, which could lead to financial difficulties for local governments. Therefore, the study proposes improvements to the local welfare finance system through institutional improvements such as establishing a financial share principle, expanding the role of local allocation tax, and introducing block grants.
