This study critically analyzes the current status of multicultural education programs in Jeju International Free City and proposes directions for developing reflective multicultural education programs to foster global citizenship competencies. Existing programs have issues such as education limited to immigrant wives, one-time events, and a gap between goals and practice, requiring improvements from public institutions, civic groups, and schools. Ultimately, it presents tasks for Jeju International Free City to become a leading city in multicultural education by multicultural citizens.
