This study suggests that a pay-as-you-go or social solidarity model is the appropriate pension model based on the nature and operation of pensions, and analyzes the impact of dependency ratio stabilization on public pension design through population projections based on various fertility rate scenarios. Based on this, policy implications for public pension reform, such as redesigning the basic pension, strengthening universal welfare, and raising the fertility rate through social investment of pension funds, are derived.
