This study examines the changing concept and scope of ‘worker’ as the insured person in industrial accident insurance. Industrial accident insurance was first enacted in 1963 and has expanded its coverage, undergoing changes in 2007 including the addition of grounds for rehabilitation benefits and the inclusion of special type workers. The study discusses whether the concept of worker aligns with that in the Labor Standards Act, or should be understood based on actual employment relationships under social laws, emphasizing the need to re-examine the concept of insured person to achieve the original purpose of industrial accident insurance.
