Summary

This study examines the international discussion and the necessity of treaty for comprehensive animal welfare. While agreements for the protection of specific animals exist, a comprehensive animal welfare treaty is absent, and standards from the World Organisation for Animal Health (OIE), draft international animal protection agreements, and the World Animal Welfare Declaration are being discussed. Obstacles to treaty formation include differing national interests and corporate lobbying, and a gradual approach with treaty formation through UN adoption in the form of soft law or a framework agreement is suggested.
