This study analyzes the meaning of the ‘international support and cooperation’ provision in the International Covenant on Economic, Social and Cultural Rights and derives implications focusing on its relevance to North Korea. North Korea has an obligation to seek international support and cooperation even after making efforts to realize social rights, and aid to North Korea should be considered in terms of the legal obligation to realize social rights as well as a political issue.
