Summary

This study examined the impact of changes in the policy evaluation system on evidence-based policymaking through literature and content analysis across four evaluation stages. The analysis revealed that the first-stage preliminary analysis system produced evidence appropriate to the socio-economic conditions and was partially utilized in policy, but the subsequent second and third-stage evaluation systems failed to respond to environmental changes. While the fourth stage showed higher objective evidence production and feedback levels, it was analyzed to be still distant from the qualitative growth of policy.
