This study utilized AHP analysis to compare the priorities and weights of elements constituting the parliamentary budget system. The results revealed that fiscal authority has a higher weight than organizational capacity, with budget amendment authority being the most prioritized. Different perspectives were observed across groups, and the argument for extending the budget review period was found to be the least important indicator.
