Summary

This study aims to establish the direction of civic education and develop a classroom model by critically reviewing existing civic education models and conceptualizing higher-order thinking skills as the essence of citizenship, proposing a ‘contentious negotiation model’. This model consists of five stages: sharing problem recognition, determining alternatives, group negotiation, deriving a final negotiation plan, and practice and reflection, aiming to foster higher-order thinking skills and improve negotiation abilities.
