This study addresses the limitations of current discussions on the philosophical foundation of Human Resource Development (HRD), particularly the focus of HRD ethics on individual and corporate social responsibility, and explores ‘justice’ as a key philosophical basis for HRD. By applying various theories of justice – utilitarianism, libertarianism, liberal egalitarianism, and communitarianism – to the HRD context, the study develops a concept map of justice and aims to enhance understanding of HRD activities.
