Summary

This study aimed to analyze the organizational culture of public service organizations based on the competing values framework and identify organizational culture types differentiated from hierarchy culture. The results showed that public service organizations tend to be dominant in market culture and pursue a balanced culture, with a contrasting tendency between the current dominant culture and the preferred culture. Additionally, the organizational culture type showed a tendency to shift from hierarchy culture to market culture.
