Summary

This study empirically analyzed the social backgrounds of presidential secretaries from the Kim Dae-jung to Park Geun-hye administrations to compare personnel characteristics across different administrations. The analysis revealed differences in various aspects such as regionalism, university origin, political party affiliation, favoritism, gender, age, and expertise, with notable differences between conservative and progressive administrations. Based on this analysis, the study suggests policy implications such as balanced personnel appointments, increased diversity, and strengthening of dedicated personnel organizations.
