This study analyzed the 52-year changes in the Central Investigation Department of the Supreme Prosecutors' Office from the perspectives of path dependence and path evolution to identify the sustainability of the system and the factors of change. The analysis revealed that the department persisted for a long time despite external shocks and that institutional changes occurred in the form of path evolution without altering the prosecution's prosecutorial monopoly. The prosecution is expected to maintain its exclusive policy advocacy coalition, making fundamental institutional changes unlikely.
