Summary

This study analyzed the factors influencing the persistence of public conflicts related to the siting of waste disposal facilities based on the institutional collective action model. The fuzzy-set qualitative comparative analysis revealed that community cohesion, strong confrontation between residents and the government, lack of information sharing, and high institutional costs affect conflict persistence. In particular, institutional costs were found to be a key condition regardless of whether the conflict continued or not.
