This study emphasizes the important role of arts education in enhancing urban competitiveness and developing citizen culture, defining it as ‘urban arts and culture education’ and exploring its meaning. Seongnam City is selected as a case study to analyze the strategic role of arts education within urban policies and the linkage types with cultural city, learning city, and creative city policies. The research aims to present a model of urban policy utilizing the value of arts education and to clarify the current status of policies in Seongnam City.
