Summary

This study analyzed the relationships among transformational leadership (intellectual stimulation, individualized consideration) of middle managers, organizational learning capability, organizational commitment (emotional engagement, continuance commitment), and complacency in a public organization. The results showed that intellectual stimulation from department heads influenced complacency and organizational commitment, while individualized consideration had no significant effect. Organizational learning capability positively affected organizational commitment. These findings suggest that intellectual stimulation of transformational leadership is effective in preventing complacency and increasing organizational commitment among public organization members.
