Summary

This study comparatively analyzes the formation and changes of elderly welfare policies in Korea and Japan from a socio-cultural perspective. The results show that both countries did not implement cash benefits for family caregiving due to the influence of adverse selection stemming from historical legacies, which is related to familialistic values. Korea recognized the need for cash benefits through institutional learning from Japan and Germany, but showed institutional convergence due to its family characteristics and Japan's experience.
