Summary

This study analyzes the institutionalization process of community businesses in Iwahune, Japan, to explore how local governments can revitalize the social economy and increase social capital in the era of the welfare mix. Key factors for successful institutionalization include the participation of experts and various stakeholders, the formation of networks among local actors, and the establishment of intermediate support organizations and their conversion into NPO corporations to reduce reliance on government subsidies.
