This study analyzes the enactment process of the Non-regular Employment Act using the Advocacy Coalition Framework and Multiple Streams Theory, identifying the dynamics of non-regular employment policy within the interaction between labor, management, and government. Focusing on the concept of a policy window as a trigger for policy change and the strategic conflict between policy organizations to maintain the core values of policy target groups, the study examines the potential for temporary termination and re-ignition of policy conflicts through legislative attempts in 2000-2001 and 2003-2006.
