Summary

This paper examines the development of international investment agreements after the failure of the MAI negotiations and considers the feasibility of a multilateral investment agreement. While the need for a multilateral investment agreement is being raised again amid the expansion of foreign direct investment and the deepening of regional investment agreement networks, its realization is unlikely due to differences in positions between developed and developing countries on investment liberalization. A dual approach of pursuing an investment protection agreement and promoting investment liberalization agreements through the WTO is presented as a realistic alternative.
