This study explores the character development process of 4D special video content produced as part of the Anseong regional revitalization content industry, and presents visual proposals through planning consideration and design work creation. It researches the creativity, originality, aesthetics, validity, and criticality of character development, seeks a differentiated development direction from existing characters of local governments, and presents practical development visuals. Through evaluation criteria and analysis at each development stage, the proposed work is presented as a major result, and is expected to contribute to the creation of practical value from the design results.
