This study analyzes the relationship between Korean foreign policy and public opinion based on the 2008 US beef import protests and aims to propose a Korean-style conceptual model. It utilizes US research findings to establish a theoretical basis and focuses on developing a model suitable for the Korean context, considering the differences between Korea and the US. The study analyzes the differences between the two countries in terms of issue characteristics, domestic structure, the role of protests, and new media utilization to lay the groundwork for a preliminary Korean-style model.
