This study analyzed the policy transfer effect of the European Union (EU)'s Common Agricultural Policy (CAP) to identify problems and implications arising from the EU's intervention in sub-unit regional policies. The analysis revealed that top-down decision-making had limited effect due to the failure to reflect the conditions of Central and Eastern European countries, and highlighted the importance of strengthening the institutional capacity of policy demand areas and harmonizing policies within multi-level governance.
