Summary
This study theoretically examines moral policy as a new type of policy and analyzes the influencing factors of the moral policy process – public opinion, civic groups, religious forces, political factors, issue salience, and party competition – through the case of abortion policy in Korea. The analysis reveals that public opinion influences abortion policy differently depending on whether it is for or against abortion, and religious forces oppose abortion at the group level but have less influence at the individual level.
