This study analyzes the status and operation of the forest lease policy during the Japanese colonial period, dividing it into two periods from 1910 to 1929. Initially, Koreans and Japanese capital applied for leases for fuel and forest management, and subsequently, the ownership structure was reorganized through the Forest Survey Project, concentrating afforestation leases on a few. Japan strengthened colonial rule and control over local residents through this lease policy by fostering forest landowners.
