Summary

This study analyzes the historical changes in the organizational structure and governance system of Korea's information and communication sector in response to the development of ICT and changes in the policy environment, and suggests organizational response tasks for the Fourth Industrial Revolution and the advent of the intelligent information society. The information and communication organization has been reorganized into the Korea Communications Commission, the Ministry of Science, ICT and Future Planning, and others since 1994, and future considerations include setting the scope of ICT policy, establishing dedicated organizations, strengthening regulatory systems, and dividing roles between the government and the market.
