Summary

This study proposes a domestic standard workforce development strategy to respond to the Fourth Industrial Revolution, analyzing the gaps in the current workforce development structure and identifying key actors to derive the best strategy. The analysis revealed a lack of collaboration and systems between government departments, as well as global standard workforce development policies, and suggests establishing a control tower, field-centered workforce development, and a global standards committee.
