Summary

This study analyzed the enactment process of The Character Education Act using Campbell's policy-making model. The results showed that political, economic, and social forces influenced the educational policy decision-making process, and conflicts and compromises existed among interest groups. Specifically, the revision of the bill's nature to a ‘promotion’ act and disagreements regarding the establishment of a character education promotion agency and committee affiliation delayed the enactment of the act.
