This study analyzes the role of women's organizations and the characteristics of network-type gender governance in the process of gender mainstreaming in Korea. The results show that gender mainstreaming has been institutionalized through the active participation of women's organizations, and a network governance consisting of public servants, gender specialists, and civil activists has been established. Furthermore, civic movements and women's organizations recognized the need for governance and participated in gender mainstreaming policies through legal and institutional improvement activities.
