This study explores the necessity of revising laws to grant the speaker of the local council the personnel jurisdiction over the local council secretariat, currently held by the head of the local government. The current system weakens the check-and-balance function of the local council, and the research aims to strengthen the council's capabilities and promote local autonomy through personnel jurisdiction independence. This will be achieved by examining Constitutional Court decisions, related laws, and precedents to seek institutional solutions.
