Summary

This study analyzed the formalization of cultural policy and its causes in the process of enacting the Regional Culture Promotion Act using new institutionalism theory. The analysis revealed that changes in the law's clauses showed formal institutional changes, such as simply restructuring existing laws or remaining at a symbolic level, and that the biased focus on cultural welfare discourse during the legislative process exacerbated the formalization.
