이 대학원 세미나 수업은 ‘독재’에 관하여 역사적, 정치사상적, 비교정치학적으로 탐구한다. 우선, 인류 역사의 대부분을 차지해 왔던 폭정(Tyranny)에 관한 이론과 대표적인 역사적 사례들을 소개하며, 민주주의 원리와 비교하며 독재체제의 본질에 관해 논의한다. 그리고 독재체제의 유지와 강화를 가능케 하는 다양한 메커니즘―통치자의 억압과 포섭 전략, 지배연합 엘리트의 유인구조, 정치제도, 미디어와 정보통제를 활용한 선전 전략 등―에 관한 이론 및 경험적 연구들을 검토한다. 권위주의적 통치의 다양한 유형과 양상에 대한 비교정치학적 분석을 통해, 독재체제의 안정성과 가능한 변화 경로를 조망한다. 아울러 전세계적인 ‘독재화의 제3의 물결’(the third wave of autocratization) 시대에 확산되고 있는 경쟁적 권위주의(competitive authoritarianism)뿐만 아니라 새로운 테크놀로지를 동원하여 심화되고 있는 전체주의 체제의 양태와 위협에 대해서도 검토한다. 학생들이 북한 등 독재체제에 관해 폭넓은 비교정치학적 시야를 가지고 또 ‘정치체제와 평화 사이의 연계성’ 문제에 대해서 경험적 연구를 모색할 수 있도록 돕고자 한다.
