This study analyzes the causes of the failure of the nationalization of history textbooks in terms of policy environment, policy content, attitude of the policy-driven group, and compliance of the policy target group. The analysis revealed that an unfavorable policy environment, abstract policy content, inconsistency of the policy-driven group, and non-compliance of the policy target group were key factors in the failure of the nationalization policy.
