Summary

This study analyzes the form of government, a key issue in the constitutional revision discussion, and proposes a direction for revision. The discussion on revising the current constitution began with political backgrounds but was publicized through the activities of the National Assembly advisory committee and academic research. Recently, the possibility of revision has increased due to changes in the political situation and the impeachment of the president. It argues for a partial revision focused on the form of government, and examines the reformation plan maintaining the foundation of the presidential system and the possibility of introducing a decentralized government.
