This paper seeks to find the optimal regulation level for the rapidly increasing Initial Coin Offering (ICO) of cryptocurrencies. It proposes designing an ICO regulatory system based on the ‘regulatory disclosure philosophy’ and strengthening listing regulations for cryptocurrency exchanges compared to the securities market. The study suggests inducing the listing of reliable cryptocurrencies through transparent and rigorous examination, and establishing price stabilization mechanisms and liability regulations for investor protection.
