This study reinterprets the concept of ‘communication rights’ raised in the NWICO debates of the 1970s to analyze ways to strengthen the communication rights of migrants. Communication rights are the rights to voice and participate in the media for minority groups, and NWICO can be used as a useful framework for analyzing communication gaps and unfair representation both domestically and internationally.
