This study examines the constitutional validity of mandatory CCTV installation in child care centers. While CCTV installation aims to prevent child abuse and secure evidence, it potentially infringes on basic rights. Although legitimate purpose, appropriateness of means, and balancing of interests are recognized, it is deemed an excessive restriction of basic rights in terms of minimizing harm. Therefore, granting discretion over installation through consensus among members is more appropriate than mandatory regulation, and differentiated regulations for installation locations are necessary.
