This paper critically examines the historical process of postwar Japan's labor movement and the debate on its weakening, arguing that the weakening of the labor movement leads to the underrepresentation of labor in policy-making processes dominated by capital and the state. This phenomenon distorts the relationship between political and social forces, thereby limiting democracy, and serves as a foundational study for comparatively examining the weakness of the Korean labor movement.
