This study examined the changes in the management evaluation system of local public enterprises by dividing the historical period of local public enterprises into several stages. Since the introduction of the management evaluation system in the Local Public Enterprises Act in 1992, it has undergone changes such as the establishment of a dedicated evaluation agency, the payment of performance bonuses, and the management diagnosis of insolvent public enterprises, and in 2018, it sought a balance between publicness and efficiency through social value evaluation. In addition, resident participation and collective evaluation methods were introduced to enhance the objectivity of the evaluation.
