This study investigates the influence of citizens’ welfare attitudes on philanthropic behaviors, such as donation and volunteer participation. The findings reveal that the importance of welfare distribution, trust in governmental welfare policy, perceptions of responsibility for welfare expenses, and beliefs about universal welfare significantly impact donation and volunteer participation. This research is significant for empirically analyzing the relationship between public perception of welfare and philanthropic behaviors and for introducing a new analytical method reflecting the interdependence between donation and volunteer participation.
