This paper analyzes Hannah Arendt’s three-layered federal peace initiative, exploring the concept of federation as an institutional alternative for resolving the Israel-Palestine conflict. Arendt, despite being Jewish, criticized the nation-state system and the concept of sovereignty, proposing a three-layered federation encompassing Arab-Jewish community councils, regional federations, and a federation of European countries. The core argument is that this system is the most suitable political body to create peace in the multiethnic, multireligious, and multicultural region of Israel-Palestine.
